Default Public meeting attendance question.

This question was brought to me this week, and I thought I'd throw it out there and see if anyone else had been faced with similar circumstances.
A city citizen, concerned about city council meetings being held in strict accordance with FOIA provisions, hired a lawyer to attend monthly city council meetings to observe. The citizen does not wish for his identity to be revealed. The lawyer is from Texas.
The question is two part:
1. Can a Texas citizen be excluded from a public meeting by virtue of his not being a citizen of the State of Arkansas?
2. If he justifies his presence by virtue of being an agent of an Arkansas citizen, does he have to divulge the identity of that citizen?
