Default NNA members urged to participate in mail survey

NNA members are urged to watch their mailboxes this week for a survey request from IBM to participate in measuring Periodicals mail service.

The survey is Step One in a process to bring Postal Regulatory Commission oversight into problems with newspaper delivery by mail. The PRC is mandated by the new postal reform law, the Postal Accountability and Enhancement Act, to monitor periodicals service. And USPS is mandated for the first time to measure it in a formal and public way.

Newspaper mail has unique characteristics as periodicals. USPS has retained IBM to do an initial snapshot of NNA members' mail. Selected newspapers will be asked to participate by adding trained IBM mail monitors to their mailing lists at USPS cost.

The monitors, who are unknown to USPS, will report to IBM on timeliness of newspaper mail. A report to the PRC will be developed by the end of the year. Next steps will require more continuous measurement.

NNA Postal Committee Chairman Max Heath said, "This high-level IBM survey is one answer to NNA's long campaign to improve newspaper delivery. We know many of our members have concerns and complaints. I hope publishers will take the time to fill out the survey. We have helped in its design to make it as easy as possible. We really need as many newspapers as possible to respond to this round."
